The United Nations Durban Review Conference that begins April 20 in Geneva will be one of the largest international gatherings ever held to discuss the eradication of racism, racial discrimination, xenophobia and related intolerances. Given our history of slavery and Jim Crow, one might imagine that the United States would play a lead role in planning this conference. But no. In a departure from its repeated policy of seeking engagement, the Obama administration is thus far refusing to even participate.

This conference is a follow-up to the historic World Conference Against Racism in Durban, South Africa in 2001, where a vast majority of the global community came together to make commitments to combat racism including its gender-based manifestations. These commitments are reflected in the declaration from that conference, which among other things, calls on governments to adopt plans for addressing poverty and social exclusion that consider the needs and experiences of groups who are victims of racism. During this economic crisis, an analysis of the role of structural racism in sustaining poverty is necessary.

There has been an intense lobbying effort to distract from the mission of the Durban Review Conference based mostly on misleading information. Groups are pressuring the Obama administration to boycott it, claiming primarily that conference documents single out Israel for criticism, and that there are some attempts to curtail freedom of expression in the debate on defamation of religion. The administration added a third objection — payment of reparations for slavery. All these objections have now been removed from the conference document and yet the government hasn't yet indicated a reversal in its policy. The remaining roadblock appears to be whether the conference should reaffirm the Durban declaration in full.

Some have suggested that the Durban declaration is anti-Semitic but a close read of the document will leave many confused about that charge. One is hard-pressed to find the offending language in the document, which is probably why the problematic part of the text hasn't been clearly identified by people who object to the conference. The first statement relating to Israel recalls that the Holocaust must never be forgotten, and the only two direct references to Israel recognize the country's right to security, and call for the end of violence and the respect for human rights law so as to allow the resumption of the peace process for both Israel and the Palestinians. This language was negotiated by the countries that stayed at the conference, not the two — the United States and Israel —that walked out.

Anyone who believes in fighting racial injustice and promoting human rights should be deeply disappointed by President Barack Obama's decision to skip the conference thus far. This decision was made after just one meeting in a process that has taken place over three years.

The unfortunate timing of the first conference, which took place a few days before the September 11, 2001 terrorist attacks, meant largely a lost opportunity. With the Durban Review Conference there's a new chance to recapture global momentum in addressing the entrenched problem of racism and the inequality that it breeds. The United States can only make useful contributions to the outcome of the conference if it's at the table. Furthermore, a U.S. absence at the conference would have a long-term damaging effect on the domestic and global fight against racism by sending the signal that advancing racial equality is not an issue worth engaging.

The Obama administration should reverse its decision and go to Geneva. There's too much at stake both at home and abroad.

TALIBANIZATION IN PAKISTAN

Pakistan was came into being on August 14, 1947 in the leadership of Quaid-e-Azam Muhammad Ali Jinnah who was made its first Governor General. Mr. Jinnah announced Pakistan's constitutional name in his first address to the nation as "Islamic Republic of Pakistan" and said that the country's national language would be Urdu. He said that the constitution of Pakistan would be Islamic and there would be no un-Islamic provision or article in this constitution. Pakistan's political leaders could not form a stable constitution in the country till 1973. There was no constant constitution established till 26 years after the establishment of Pakistan and the country was captured by the military forces two times by imposing marshal law in the country. At last the Prime Minister Zulfiqar Ali Bhutto was succeeded to form a stable and constant constitution with the help of main 14 then Islamic Political Leaders in the parliament who supported the constitution's Islamic provisions and articles. There was no concept of Talibanization or Alqaida governments in any of the country till 1988 throughout the world or in t his region.

After the return and withdrawal of Russian Military from Afghanistan, there was no other country that could support Afghanistan to establish a stable government in the country. The world's supper powers were continuous ignoring Afghanistan and USSR (United Soviet Socialist Republic) was also going through its downfall process, the other world's supper powers were working to become and to get the title of the "World's Strongest Supper Power", therefore as a result of the ignoring Afghanistan by world's supper powers including U.N.O a self made unethical and unconstitutional Taliban government was formed by the heads, teachers and students of the Islamic Educational Institutions. There are more than eight thousand (8000) Islamic Religious Educational Institutions working in the country under the control of the independent Ulema (Islamic Scholars) of the different sectarian groups. Afghan refugees are settled permanently in Pakistan because of the same USSR invasion on Afghanistan and now due to the Coalition Forces invasion after 09-11-2000. Terrorists of the same trained Taliban and Alqaida groups have been moved in Pakistan's Tribal Areas, Northern Areas and in the province of Frontier in the country. They are trying to take over and to capture the government in the country but it is not possible unless the 8000 Religious Islamic Educational Institutions would not support them. The military operations against these Islamic Institutions were the part of this policy of government to keep Talibans away from these institutions.

The people of Pakistan want to live in peace and to maintain peace in the country so that they would be able to seek their breads and employments in the country peacefully. Therefore the people are with the military forces and with the present government's strict actions against Talibans in the country.

== Racism in Pakistan ==
Millions of the people are coming from military operation areas to the different parts of the country daily to all the four provinces in Pakistan. They have not now been provided refugee camps or temporary shelter from the government. Most of these people speak Pashto language and are related to the NWFP province, Federally Administered Tribal Areas (FATA) and Provincially Administered Tribal Areas (PATA). When they entered in Sindh, the both prominent Racial Political Parties of Sindh (Jeay Sindh Qaumi Mahaz "JSQM" and Mutahidda Qaumi Movement "MQM") announced the strike against these homeless people including old men and women and children. The establishment of these both political parties was based on purely racism in Sindh and they have an open pact for several years that they would stand together on each occasion in the interest of Sindh province ignoring the every national cause of the country. These both political groups are working at the same pattern but the political leaders of MQM change their cause time to time to get political benefits especially for acquiring main Ministries in the provincial and federal government. But they yet have maintained their same aim of the party which is entirely based on pure racism. Although they have changed the name of their political party from "Mahajir Qaumi Movement" to "Mutahidda Qaumi Movement" but the behavior and attitude of their common political workers usually and even the opinion of their main leaders of the party is yet based on "Racism". The political secular government of Pakistan Peoples Party is in crisis nowadays due to the military operation in the various parts of the country against the students and teachers of Islamic Educational Institutions (Madarsas) to whom they called or assume as "Taliban". If the government reaches to the decision to split Sindh into parts then there should be two parts of this province, one Karachi be handed over to the people of MQM and the rest of Sindh may be handed over to JSQM political leader announcing tow separate States or Provinces of Sindh. Karachi may be named as Jinnah Pur and the rest of Sindh may be named as Sindhoo Daish as already announced by the both racial groups of the province. There are five main racial groups in Pakistan. Percentage wise Punjabi speaking people are 40%, Sindhi speaking 25%, Urdu speaking 9%, Pathan or Pashto speaking 12% and Balochi speaking 10% while other racial groups are in small ratio collectively the all other are only 4%. Therefore four not but at least five provinces should must have to be announced to administer the internal state affairs smoothly.

Obama will visit to Middle East region next week. There will be Palestinian Elections on June 7 in the region. Obama will meet Prime Minister Banjamin and some other authorities of the region. It is hopefully considered by the intellectuals of the world that Obama's visit would be proved very successful for resolving conflicts between Muslim world and Israeli authorities. Although Obama has already announce in a television interview that he will not try to impose the western principles and rules in the region. Obama's this statement is very hopeful for the Muslim Community of the world. He also said that the relationships in the region will be redefined. He will also discuss and consider the relationships of Iran and Israel and will try to diminish the conflict between the two countries. The matter of Gaza strip and the Palestinian occupied valleys by the Israel would also be considered in the discussions. Muslim community of the world is very hopeful if these matters would be resolved. On the other hand, US Foreign Minister Hillary Clinton will visit India next month. The Nuclear Treaties and Pacts between India and America would be discussed during her visit. Obama has also released his press statement that Nuclear Pact between Pakistan and America may also be considered. The President Asif Ali Zardari had given him this proposal during his visit to America last month. It will be a big achievement of the Zardari's government if America will be agreed to supply Drone Air Technology for strengthening Pakistan against the terrorists to use it in fighting against Taliban in the country.

When the Secretary Information Pakistan Peoples Party (PPP) Fouzia Wahab with the officials and the Minister Social Welfare NWFP came in a ceremony to distribute the food and other articles among the refugee camps established in NWFP province. The refugees' people including women and children were invited to hear the address and speeches of the political leaders of PPP but they did not listen them and started to take away the food bags, fans, carpets, chairs, tents and all the things present there to hold that ceremony were taken away by the refugees.

Benazir Bhutto's inquiry by UNO
The Inquiry Commission of United Nation Organization constituted by the Secretary General UNO Ban Ki Moon is investigating the assassination case of Benazir Bhutto nowadays. The officials of the commission are authorized to collect the evidence and related records from anywhere in the world. France is also taking interest in the case. Shahnawaz Bhutto, the one of the brothers of Martyred Benazir Bhutto was also slain in France. Hence France is also involved in the case. The father of Benazir Bhutto, Zulfiqar Ali Bhutto was killed to hang by the military dictator General Muhammad Zia-ul-Haq the then Chief Marshal Law Administrator Pakistan. All the political parties declare this killing as Judicial killing because the orders were passed unjustifiably and indefensibly by a Justice of the Supreme Court of Pakistan on some pressure by the Marshal Law authorities. Other brother Murtaza Bhutto was killed in Karachi Pakistan when Benazir Bhutto was herself working as the Prime Minister Pakistan. These two major killings are said to be the "State Killings" and prove that there is no security or no law in Pakistan for the persons of Bhutto family or for the high level leadership of Pakistan Peoples Party. Pakistan's Army was directly involved in the case of Zulfiqar Ali Bhutto because it was the Marshal Law tenure of the government. Pakistan army is taking military actions against the terrorists in Tribal areas, FATA, PATA and NWFP province for the arrest of local Taliban leaders. The innocent millions of people of these areas have left their homes and have been shifted in refugee camps. They were experiencing the hours of curfew by army to stay in their homes continuously for several weeks because these areas were completely in control of Pakistan Army. When they finished their food items they left the areas and shifted into refugee camps set up by the government in different peaceful cities in the country. Inter Services Public Relation Department of Pakistan Army has issued a press release recently that the military operation will be continued further for two months at least in these areas. This current scenario is actually related to the Mega Terrorism Activity of Benazir Bhutto's assassination. 67 suicidal attacks were made in different parts of Pakistan during 2008. More than 1000 innocent people were killed and 2400 were injured in these bomb blast and suicidal attack incidents. 540 incidents of kidnap for ransom were observed in the country. 1016 suicidal attacks were took place in NWFP province in 2008 out of those 37 were proved suicidal attacks. 961 people were killed in these attacks and 1698 were injured. 186 persons were got released from illegal police custody in Pakistan in 2008 out of them 119 persons were got released from Lahore only. 237 persons were sentenced to capital punishment and 36 were hanged in 2008. Last week Iran has hanged three persons in public within three days after the incident of bomb blast terrorism in a mosque where 15 innocent persons were killed. But in Pakistan even after passing several years no offender of the terrorism activities have been hanged publicly. There is very terrible and shocking condition of Human Rights in Pakistan on account of terrorism activities. In my opinion, Benazir Bhutto was assassinated due to security lapse, lawlessness and the presence of foreign Taliban leaders in the country.

Bin Laden's new audio message on Obama's Middle East visit
Al-Qaida has released new audio message of Osama Bin Laden to the Muslim world on the occasion of the start of President Obama's visit to Middle East. Saudi King Shah Abdullah Bib Abdul Aziz has rejected and condemned this audio message. Muslim world also rejected this audio message released with the old file video footage. Most of the Muslim world people think that this is a fake and false message. The slain former Prime Minister Pakistan Benazir Bhutto said in her interview that Osama was killed in an attack of coalition forces. I think that it was a true statement of Benazir Bhutto. The latest audio voice of Osama Bin Laden might be recorded by any other person or an audio cassette may be recorded containing various general messages to be used at different times after the death of a leader. The party workers of Benazir Bhutto also recorded her speeches and addresses made at different occasions in public meetings. They often use to hear these messages for getting guidance. If most famous and prestigious leader of the Muslim world King Abdullah has rejected this audio with file footage video drama released for threatening the world means the whole of Muslim world or the majority of Muslim world do not believe such intimidating and frightening recordings. This activity of Al-Qaida proves that the Al-Qaida leadership is very depressed especially on the occasion of Obama's visit to Middle East. They know that Obama wishes and determines to resolves the issues of the Muslim world in this region sincerely. Al-Qaida has released the Bin Laden message to create disturbance during this process and to motivate the attention of the Muslim world towards them. But now Muslims want peace and harmony not only in the region but in whole of the world. I request the people of the world to not believe such fake and false threatening video or audio messages released by Al-Qaida or by any other extremist group.

Obama's Cairo speech
Obama asks Muslims to make a fresh beginning between the United States and Muslims, quoting a reference from Holy Quran. He said that together they could tackle violent extremism across the globe and move forward the timeless search for peace in the Middle East. He said, "This cycle of suspicion and discord must end." He said American ties with Israel were unbreakable and Palestinians alike to live up to their international obligations. Peace will be established in Israel and Palestine after upcoming elections. Obama said, "Islam is not part of the problem in combating violent extremism – it is an important part of promoting peace." Muslims will be secured and be confident that they will not be alleged as terrorists by the Western countries. Obama said, "At the same time, Israelis must acknowledge that just as Israel's rights to exist cannot be denied, neither can Palestine's. The United States does not accept the legitimacy of continued Israeli settlement" on the West Bank and outskirts of Jerusalem, he said, "It is time for these settlements to stop." As fro Jerusalem itself, he said it should be a "secure and lasting home for Jews and Christians and Muslims…" Both Palestinians and Israelis would compromise on settlements to resolve their problems. Synchronization and peaceful agreements will be settled among Jews, Christians and Muslims soon. Obama said, "Make no mistake: we do not want to keep our troops in Afghanistan. We seek no military bases there. It is agonizing for America to lose our young men and women. It is costly and politically difficult to continue this conflict." Coalition forces from Afghanistan will soon be called back by the coalition country after upcoming August elections in Afghanistan.

Indian President's Address to Parliament
Indian President Pratibha Patil offered to reshape ties with Pakistan. She decided this at very right time and replied to the Pakistani Foreign Minister to hold talks again with India. Pakistan also wishes to establish peace in the region and is taking action against the militants and extremists in Pakistan. Indian President addressing to the joint sitting of the parliament's two houses etched out a plan to improve connectivity between Kashmir and rest of India. She offered to hold talks with any group in Kashmir. She also said, "India has a vital interest in the stability and prosperity of our neighbors." She said, "The highest priority will be accorded to working with our friends in SAARC to promote stability, development and prosperity in the region. Government will sincerely work with our neighbors to ensure that outstanding issues are addressed and the full potential of our region is realized." Indian President is looking serious in solving Kashmir problem with Pakistan. Pakistan should get benefit of her these words said in the joint parliament sitting of the newly established Indian government.

Extremism in Pakistan and India
Pakistan and India both have been facing the terrorism and extremism from their first day of the Independence. Mahatma Gandhi was slain after one year of the existence of India. The extremism activities after 9/11 open another chapter of the world history. But the first Prime Minister Pakistan Liaqat Ali Khan was also martyred at the same Liaqat Park Islamabad before 9/11 2001, where the former Prime Minister and Chairperson Pakistan Peoples Party Benazir Bhutto was assassinated. Indian Prime Ministers Indra Gandhi and Rajev Gandhi were also slain before 9/11 incident. Zulfiqar Ali Bhutto, his sons Murtaza Bhutto and Shahnawaz Bhutto were also slain before 9/11. Muslims were started to be blamed as terrorists and extremists globally after September 11, 2001. Pakistan is very much determined to nip the evil of extremism and terrorism from the bud and taking keen interest. In the start, Pakistan was agreed to provide help to the invading coalition forces in Afghanistan to get rid of Taliban government from Afghanistan. Taliban government was removed from Afghanistan and Hamid Karzai was elected as the President. Karzai has completed his first tenure and is now ready to be elected again in upcoming Afghan elections in August 2009. Pakistan government even after completing its 16 months continued the Military operations in NWFP province and Tribal areas. Millions of refugees internally displaced their homes and were shifted to refugee camps as a result of fight between extremists and army. Hundreds of militants and dozens of army officials have lost their lives in this fight. Washington strongly supported the military action in Pakistan. Many Islamic extremist organizations were banned in Pakistan during a few last years. Jamat-u-Dawah was banned by Pakistan government on the request of UNO. Operation Ghazi was carried out against the Islamic extremists and militants in Lal Masjid and Jamea-Hifsa in Islamabad. The officials of rangers, police and army were killed while on the other side 94 Islamic extremists were killed including Ghazi Abdul Rasheed and his family. Today's latest news is the arrest of Sufi Muhammad with his two sons. I salute Pakistan Army and wish that it will be succeeded to maintain peace and eliminate extremist militants from Pakistan this year. I pray, may God bless Pakistan Army His support!

QURANIC FATWA REGARDING RESTRICTION ON WOMEN'S SCARF IN TURKEY, FRANCE AND BELGIUM

In the parliaments of France, Turkey and Belgium, the debate on the law of restriction for wearing scarf for all the women in the country is in progress. This parliamentary law is unlawful for the Muslim women in these countries according to the Holy Quran. Before quoting the related verses from Holy Quran I would like to write the exact percentage of Muslim population in these countries. In Turkey there is ninty eight percent Muslim population, in France there are only four percent Muslims, while in Belgium there are negligible number of Muslim population but about all the citizens of Belgium are either Roman Catholic or Protestant Christians.

The Holy Quran imposes the law of covering their bodies and heads with a wrapping cloth in following verses for pious (Momin) women.

Verse Nos.58 and 59 of Surah Al-Ahzab 33 of 114, Part-22 of 30.

58. And those who hurt believing men and believing women without doing anything, they have taken over their heads a calumny and an open sin.

59. O Prophet! Tell to your wives, and daughters and Muslim women, that they should keep putting a part of their wrapping covers over their faces. This is nearer than this that if they are recognized, they should not be annoyed. And Allah is Forgiving, Merciful.

People want "Peace with honour"

Country can not accept more strict military policies internally. 1600 killings in military operational areas and 300 martyrdoms of soldiers was a great loss. Local people in the operational areas and political leaders of the country had allowed army for operation to maintain peace and to eliminate life and property threats. 2.5 million People of the area have sacrificed to leave their home for many weeks to shift themselves in refugee camps. All the IDPs (refugees) have gone back in heir homes. People wanted "Peace with honour". An intellectual Dryden said regarding peace, "Peace itself is war in masquerade." Another intellectual M. Henry said, "Peace is such a precious jewel that I would give anything for it but truth." Now peace has been established in about all the areas of Malakand Division. Schools and hospitals have started serving the people. All the credit goes to Military Forces of Pakistan specially to the Pakistan Army. I pay my tributes to the martyrs of "Operation Rah-e-Haq", "Operation Rah-e-Rast" and "Operation Rah-e-Nijat". Thank you very much General Ashfaq Pervez Kiani for establishing peace in these areas.
